Shizzer Nasara Bada was born in Katsina, Katsina state, Nigeria, West Africa. She is an indigene of Kaduna state and is currently the Honourable Commissioner of Finance. She is the first to hold a dual role as Accountant General and Honourable Commissioner of Finance and the very first female Accountant General in Kaduna State. She has a degree in Accounting from Ahmadu Bello University and a Masters in Business Administration (MBA) from the same university. She is a Certified Public Accountants (Ireland), Fellow Chartered Tax Accountant(FCTI), a Fellow of the West African Society for Communications and Administration in West Africa (FWASCA) a Fellow Certified National Accountant (FCNA), a Fellow Institute of Management Consultants (FIMC), a member Nigerian Institute of Management (MNIM), CPA (Nigeria) and other professional bodies. She has a Certificate in Economic Development from Harvard, Certificate in Management from London Business School and is ACCA, UK Certified in International Public Sector Accounting Standards (IPSAS).

She was a management consultant with Birc Consulting Ltd, Head, Internally Displaced Persons (IDPs) Department, National Commission for Refugees, Migrants, Internally Displaced Persons (IDPS) of the Presidency, Ag. Executive Secretary, Kaduna Investment Promotion Agency, General Manager (Finance and Administration) KADIPA, World Bank Project Accountant. She worked with Royal Bank of Scotland (UK), 02 UK Ltd, Nehemiah Housing Projects (UK) and Oasis International Centre (UK). She was the pioneer Project Coordinator for Kaduna Geographical Information Services and has also worked with the National Emergency Management Agency and Nigerian Investment Promotion Agency.

Politically, she has been the Director General of Campaign and Chairman APC Stakeholders Jema’a Local Government Area (LGA) and Chairman Election team Jema’a LGA. She has been commended by the Governor for her role with several awards including a National Productivity Award.

In her spare time, she loves to travel around the world, write, and work in media and creative arts. Her published work includes Bedtime Stories and Journey to the Pearl. She volunteers in the community to identify problems within her community and proffers simple attainable solutions to the problems using a consultative and participatory approach. She loves making a difference in the lives of the less privileged.

The administration of  the Executive Governor of Kaduna State H.E Uba Sani  took shape today as he swore in 14 Commissioners to drive the SUSTAIN Agenda and bring succour to the citizens of Kaduna State, especially the poor, underserved and vulnerable.

The ceremony which attracted a very large crowd of enthusiastic citizens marks a major milestone in the journey of his administration. Those who made it to the cabinet were considered based on their proven track records, skills and competences, as well as dedication and commitment to the service of Kaduna State.

His Excellency seized the opportunity of the swearing -in- ceremony to touch on some burning national issues as they affect Kaduna State and certain measures his administration have decided to take to better the living standards of citizens of Kaduna State. He stated that the Commissioners are joining his administration at the most challenging time in the history of the country. In his speech H.E Uba Sani said

“We are confronted with serious economic challenges. These challenges require the taking of extraordinary measures. It is for this reason that the President Bola Tinubu Administration has taken some hard, painful, but necessary decisions like the removal of subsidy on fuel. We are therefore in a period of emergency. This is a time for BELT TIGHTENING. We must take firm measures in Kaduna State to cut down on the cost of governance. We must, as political leaders, show our people the way. We must avoid ostentatious lifestyles. We must not be telling our people to make sacrifices while we are busy living in opulence.

We are already matching our words with action in Kaduna State. I will continue to use the old cars inherited from the previous administrations in Kaduna State. All Commissioners must also use the old cars. We must collectively make sacrifices. If we lead by example, our people will follow and support us.

I signed my first Executive Order on Tuesday, 25th July 2023. It is on “Financial Inclusion in Kaduna State”. We are committed to improving the lives of our citizens, especially the poor, underserved and vulnerable. Majority of our people are excluded from financial services, and by extension access to opportunities from the State and Federal Government. This is unacceptable. We shall develop a credible STATE REGISTER that will capture our people in the rural areas, as well as the urban poor. We shall assist them to open bank accounts to enable them to benefit from available opportunities. Our goal is to effectively integrate the poor, underserved and vulnerable in Kaduna State into the financial ecosystem, so that they can benefit from State and Federal Governments social investment programmer, as well as donor agencies interventions. Our people-centered administration will not rest until we positively impact the lives of the poor, underserved, voiceless and vulnerable in our state.

Consequently, our administration will establish a TRUST FUND FOR THE POOR AND VULNERABLE IN KADUNA STATE. The Trust Fund will cater for the needs of the poor, underserved and vulnerable in Kaduna State. A Committee will be set up to develop a Framework for the Establishment of the Trust Fund. I will donate 50% of my salary to the Trust Fund for the next two years. This is part of my sacrifices towards reducing the cost of governance in Kaduna State, and to better the lot of the poor, underserved and vulnerable in our state.

I charged the Commissioners to adopt the inclusive approach to leadership. They must build a team and see everybody as important. They must get down to work immediately and deliver on the 7-Point Agenda of our administration, namely: Safety and Security, Upgrade of Infrastructure, Strengthening Institutions, Trade and Investment, Agriculture, Investing in Human Capital, and Nurturing Citizens Engagement. The central focus of our administration is however the Transformation of the Rural Areas. We want to revitalize the economies of the rural areas through massive infrastructural development.

The Kaduna State Accountant General Mrs Shizzer Nasara Bada is having a Meeting with the First Female Accountant General of the Federation Dr. (Mrs) Oluwatoyin Sakirat Madein.
